The Jayant Chaudhary-led RLD joining hands with the NDA and the disputed Bharat Alliance spilled over into Parliament on Saturday, leading to sharp exchanges between Congress President Mallikarjun Kharge and Rajya Sabha Speaker Jagdeep Dhankhar.
When Mr Dhankhar accused the Congress of “insulting” the Bharat Ratna recipient, Mr Khadge fell silent and asked the Vice President not to enter politics. The vice president then replied, “Just because I come from a farming community, that doesn’t mean I’m a weak president. I’ve suffered a lot.”
The exchange began after Jayant Chaudhary, whose party is a member of the INDIA Alliance, stood up in the Rajya Sabha and thanked the BJP-led NDA government and Prime Minister Narendra Modi for announcing that his grandfather Chaudhary would be awarded the Bharat Ratna posthumously. Charan Singh. Congress leaders objected to the speech and Mr Dhankhar then asked Mr Kharge to “control your people or stand up and address the House”.

Three personalities – Mr Khadge wondered how Mr Chaudhary was allowed to speak on the issue.
“Whenever we want to discuss something, you always ask us under which rule we should be allowed to do so. I want to ask you only one question: under which rule he (Mr Chaudhary) was allowed to speak. Was it? If this is so, you should always allow us too. On the one hand, you talk about the rules, and on the other hand, you allow whoever you want (to speak),” Mr. Khadge said in Hindi.
The Congress chief, who is also the Leader of the Opposition in the Rajya Sabha, added, “You have discretion, but you should use that discretion very judiciously, not when you want to.”
The Speaker of the Rajya Sabha then interrupted Mr Kharge and said, “The way your people… when there was a debate on awarding the Bharat Ratna to Chaudhary Charan Singh… I don’t want to use words.”
Annoyed, Mr Kharge growled, “Don’t do politics (sic). I said we salute all those who have worked for this country. Irrespective of political parties, caste and creed. We salute them. But the way the debate is going, you are neither following the rules nor bringing that agenda to the debate. We all could have participated in that.”
“But it was not done. It is not fair. It is not good. If you want to follow, you should follow the rule,” he said.
‘You hurt my heart’
After the uproar, Mr. Dhankhar retorted, “Just because I come from a farming community, doesn’t mean I’m a weak chairman. I’ve suffered a lot. Say whatever you like about me, you’re not following precedent.. . You use any language against me. Sometimes you act like a teacher, as if I were a student.”
“This moment is sensitive. You hurt my heart,” he said.
The Rajya Sabha Speaker said he had honored the requests of several members to honor ISRO scientists and others who have made the nation famous “without looking at any rules”.
“Now the Leader of the Opposition is questioning me under what rule I want that someone should give the Bharat Ratna to Chaudhary Charan Singh. This rule is within me.” He said.
When Mr Kharge interrupted, Mr Dhankhar said, “Sir, don’t use this language. I will not tolerate insulting Chaudhary Charan Singh… He stands for impeccable public life, unwavering commitment to farmers.”
